唐代前期縣司政務文書處理過程中,作爲長官的縣令一般首先批閱或者判署案件各個環節的原始文書。政務文書判署的這個特點,體現出縣令在縣級政務處理中的主導地位。同時,由於縣級政務在處理過程中往往不能僅通過文書的判署來完成,所以在問責機制上不同於中央四等官問責制,而采用長官負責制。權責的統一,使得縣令在唐前期縣級政務運行過程中具有突出的地位,通判官和判官在政務處理流程中的作用顯得虛弱。唐前期縣級政務在實際運作中的這種特點,也决定了縣司行政體制在中唐以後爲適應統治需要必然發生變革。
In the process of handling the administrative documents of the county division in the early Tang Dynasty, the county magistrate, as the chief, generally first reviewed or concluded the original documents in all aspects of the case. This characteristic of the administrative paperwork signifies the dominance of magistrate in county-level government affairs. At the same time, since county-level government affairs can not always be handled through paperwork, the accountability mechanism differs from the accountability system of the fourth-level officials in the central government and the executive responsibility system is adopted. The unification of powers and responsibilities makes the county magistrate play a prominent role in the operation of county-level government in the early Tang Dynasty. The role of magistrates and magistrates in the government affairs process becomes weak. This characteristic of county-level government affairs in the early Tang Dynasty in actual operation also determines that the county administrative system inevitably undergo changes in order to meet the need of ruling after the middle of Tang Dynasty.
