During the 1950s, foreign aid to Latin America was very limited. The main sources of assistance are the United States, the Organization of American States and the United Nations, whose areas of assistance cover agriculture, health and education. At the time, with the advent of the Cold War, foreign aid was considered to have the function of promoting economic growth and strengthening national security. The Alliance for Progress in the 1960s still focuses on technical assistance, some of which are undertaken by the newly formed Peace Corps. However, the areas of assistance have started to expand into areas of social reform such as land reform, providing credit to smallholder farmers and housing construction. In addition, a part of the aid is also used to build public facilities. During the 1960s, apart from the United States providing bilateral aid to Latin America, some multilateral agencies (such as the Inter-American Development Bank
