我国是一个以农业为主的国家,为了促进农村经济的发展,修建一些小型水利工程很有必要。由于农村经济体制还不完善,农村小型水利工程在修建和管理中存在一系列问题,如政府投入力度不够、农业发展落后、权利责任划分不清、效益不高等,这些因素不利于提高农业综合生产能力,也对国家的粮食安全造成一定程度的威胁。文章主要通过分析我国小型水利工程管理中出现的问题,提出一系列解决措施,并详细阐述了小型水利建设中规划、修建、管理和改善等方面的一些具体措施。 China is a country dominated by agriculture. In order to promote the development of the rural economy, it is necessary to build some small water conservancy projects. As the rural economic system is still not perfect, there are a series of problems in the construction and management of small-scale rural water conservancy projects. For example, insufficient government input, backward agricultural development, unclear division of rights and responsibilities, and low efficiency, these factors are not conducive to improving comprehensive agricultural production. Capabilities also pose a certain degree of threat to the country’s food security. The article mainly analyzes the problems in the management of small-scale water conservancy projects in China and proposes a series of solutions. It also elaborates on some specific measures in the planning, construction, management, and improvement of small-scale water conservancy projects.
