1999年1月11日,我国第一家以流入地政府管理为主的公办民助、自收自支的学校——杭州市天成小学正式成立,这标志着外来务工者子女开始纳入流入地政府的管理。2月26日,学校正式开学,来自全国18个省级行政区的579名学生终于在杭州有了一张属于自己的课桌。2003年9月2日,在此基础上,学校又成立了我国第一家专门招收流动人口子女的教育集团——杭州天成教育集团。目前,学校已发展到4个校区, 50个教学班,2611名学生,117名教职工,学生来自全国25个省级行政区。集团所属校区已经有幼儿园、小学和初中。现在他们正和职高磋商,让部分合格学生升入职高。这样,不但能解决外来务工者子女的“上学难”问题,而且能给予他们的子女在杭州就业创业的机会,从一定意义上实现了“融入杭州”的理想教学。跟随父母辗转流动的外来务工者子女,由于地区间的教育教学差异,不良的生活、学习环境和不平等待遇的影响,在他们身上所形成的行为习惯、个性品质、道德认识等具有极大的差异。如何在理想与现实之间架设一道桥梁,以真正体现“让外来务工者子女真正融入杭州”的整个教育历程?在新课程改革的背景下,外来务工者子女“学在杭州”的校本课程应运而生。“走进杭州——‘四会’始于足下;融入杭州——夏衍故里求学; 爱我故乡——热爱美丽杭州;共同成长——学习身边榜样”的内容不断丰富。学校教育,德育为首。下面介绍的是杭州天成教育集团在新课程改革背景下德育教育的成果——
