为深化财政支出管理改革,强化行政事业单位工资管理,进一步完善保工资措施,河北省从1999年开始对行政事业人员进行了财政统一发放工资管理的试点。截至目前,全省实行财政统一发放工资的省级单位95个,14582人,年资金1.7亿元,省直行政单位也已全部实行了财政统一发放工资。另外有9个市、31个县实行了财政统一发放工资,分别占市、县总数的81.8%和17.8%。
In order to deepen the reform of fiscal expenditure management, strengthen the administration of wages in administrative units and further improve the measures for safeguarding wages, Hebei Province started a pilot program of fiscal uniform administration of salary administration to administrative personnel since 1999. Up till now, there have been 95 provincial-level units and 14,582 provincial-level units with a total annual salary of 170 million yuan. The province’s direct administrative units have also all implemented the unified payment of public finance. In addition, nine cities and 31 counties have implemented unified fiscal payment of wages, accounting for 81.8% and 17.8% of the total counties and counties respectively.
