重复建设、管理混乱以及民间和境外资本投资兴趣不足,油气管网建设问题彰显。2013年末,我国的长输油气管道里程已达10万余公里,首次超过在役运行的铁路里程,成为继铁路、公路、水路、航空运输之后的第五大运输行业。1959年我国第一条长输管道—新疆克拉玛依油田至独山子炼油厂原油外输管道投产以来,管道运输业伴随着我国油气工业发展,主要经历了东北管网、华东管网、西北管网以及西气东输建设等几次阶段性的跨越式增长发展。
Duplication of construction, management chaos and lack of interest in private and overseas capital investment, highlighting the oil and gas pipe network construction. At the end of 2013, China’s long-distance oil and gas pipeline mileage reached over 100,000 kilometers, surpassing the railway mileage in service for the first time and becoming the fifth largest transportation industry after railways, highways, waterways and air transport. Since the first long-distance pipeline in China-Xinjiang Karamay Oilfield to the Dushanzi refinery crude oil export pipeline put into operation in 1959, the pipeline transportation industry has experienced the development of China’s oil and gas industry mainly through the northeast pipe network, East China pipe network, northwest pipe network and West-East Gas Pipeline Construction and several other stages of leapfrog growth and development.
