文化是国家和民族的精神与灵魂,也是国家和民族品格的集中体现,更是富国兴邦不可或缺的条件之一。而群众文化是人民群众直接参与创造精神财富,对构建和谐社会建设起着至关重要的作用。基层文化馆是工作做在群众文化建设一线的群众文化组织单位,是我国公益性文化服务体系建设中的重要组成部分。由于一些地方文化经费投入不足,基层公共文化配套设施滞后、演艺演出设备匮乏、专业师资力量补充不足等原因,过去若干年来,作为基层文化馆的主要工作:专业业务辅导工作呈现出明显的与群众日益增长的文化需求不配套和脱钩的状况,基层文化馆 Culture is the spirit and soul of the country and the nation. In the past few years, as the main work of the grass-roots cultural centers, the professional work of counseling has shown a clear relationship with the masses as a result of inadequate investment in local cultural facilities, lagging of public cultural facilities at the grass-roots level, lack of performing arts facilities, and inadequate replenishment of professional teachers.
