随着中国经济即将进入"十二五"规划时期,如何在保持当前良好发展势头的基础上,更好地规划天津发展蓝图,仍是当前天津发展面临的重大战略任务.本文结合城市发展的新趋势,就天津发展战略提出一点不成熟的思考.第一,基于全球城市竞争的趋势,天津应构筑以"高端差异化"为"主体",以"民营经济"和"领军人才"为"两翼"的"一主两翼"发展新方略.第二,基于未来城市发展的要求,天津应打造以知识城市、活力城市和休闲城市为"三位",以品牌城市为"总归宿"的"三位一体"发展新蓝图.
