本文以南京国民政府公务员的数量估计为切入点,考察了庞大的国民政府公务员队伍在当时所造成的影响:增加了财政负担;占用了社会资源;影响了公务员的向心与离心。公务员队伍的无度膨胀,使有限的财政不堪重负。而当社会资源一定时,庞大的公务员队伍就容易出现与民争食的现象。到了国民政府统治后期,因为经济的衰退,财政收入萎缩,在前期表现为控制与激励作用的福利制度,在后期则成为了腐败的催化剂,离心的加速器。国民政府庞大的公务员队伍对其崩溃的影响对当代中国公务员建设有启示意义,即政府组织规模要适度。
In this paper, the number of civil servants in Nanjing National Government is estimated as an entry point, examining the impact of the huge civil government contingent at that time: the financial burden has been increased; the social resources have been taken up; the orientation and eccentricity of civil servants have been affected. The inflated civil service ranks have overwhelmed the limited finances. When the social resources are fixed, the massive civil servants will be prone to vying for food with the people. In the later period of the reign of the Kuomintang government, because of the economic downturn, the fiscal revenue shrank and the welfare system, which showed control and motivation in the early period, later became the catalyst for corruption and the accelerator for centrifugation. The impact of the huge civil service of the Kuomintang government on its collapse has implications for the construction of civil servants in contemporary China. That is, the size of government organizations should be moderate.
