城乡公共服务设施布局均等化作为公共服务均等化的一个重要方面和表现形式,在城乡统筹、关注民生、扩大内需等方面发挥重大作用。本文以常州市乡村地区为研究重点,以教育设施为例,依托Arcgis分析平台,引入可达性分析以及最近距离、机会累积等模型,对城乡教育设施的不均等程度进行量化测度,制定城乡教育设施均等化目标,以初中为例,探讨合理的服务半径和服务人口规模,并在规划布局以及财政投资、政策保证等方面进行探索,以实现城乡教育资源布局的均等化。
As an important aspect and form of equalization of public services, the equalization of urban and rural public service facilities plays an important role in coordinating urban and rural areas, focusing on people’s livelihood and expanding domestic demand. Taking the rural areas of Changzhou as the research focus, taking the educational facilities as an example, this paper introduces Arcadis analysis platform, introduces the reachability analysis and the model of recent distance and opportunity accumulation to quantify the inequality of urban and rural education facilities and formulate the urban and rural education The goal of equalization of facilities is to explore the reasonable service radius and service population scale in junior high school and explore the aspects of planning, layout, financial investment and policy guarantee in order to achieve the equalization of urban and rural educational resources.
