“七化”之一：多方投入兴建养老服务设施实现“投资多元化”加强福利机构等硬件设施建设是做好养老服务的基础。近几年,区政府投入6000余万元资金新建了一批敬老院、老人公寓、托老所、临终关怀护理院及“星光老年之家”。目前,全区拥有老年福利机构13家,“星光老年之家”71个,“日托所”65家,老年食堂22家,洗衣房15个,总面积达到25000平方米。在加大政府投入的同时,上城区还通过政策扶持,积极引导老年人福利事业向“投资多元化”方向发展。2005年上城区与企业、中介机构合作兴办了5个福利院,就吸纳了社会资金1500万元。

In recent years, the district government invested more than 60 million yuan to build a number of new homes for the elderly, apartments for the elderly, care for the aged, hospice care homes and the “Starlight Seniors Home.” At present, the district has 13 elderly welfare agencies, 71 Starwarden homes, 65 daycare places, 22 elderly canteens and 15 laundry rooms with a total area of 25,000 square meters. While increasing government investment, Shangcheng District has also adopted policy support and actively guided the welfare programs for the elderly to diversify its investment. In 2005, Shangcheng District, in cooperation with enterprises and intermediary agencies, set up five welfare institutions to absorb 15 million yuan of social capital.
