为了克服领导干部政绩评价理论研究中存在的不足,作者提出按“一条主线、两根辅线、四个维度”的基本思路来设计领导干部政绩评价内容体系和指标体系。文章还提出了由政绩量化理论、政绩比较理论、政绩成本理论和政绩效益理论组成的领导干部政绩评价的基本理论框架,以满足对领导干部政绩评价“可量化、可比较、讲效益、算成本、有说服力”的要求。
