在我国商品流通领域,不仅面临诸多迫切需要解决的近期问题,而且存在需作长远考虑的中长期战略问题.本报告从国内外经济形势新动向和商贸流通服务业发展新趋势出发,对该领域重大问题作出了全新的评估与判断,阐述了中国商品流通领域战略层面的新成果、新发现和新主张.报告认为,长期以来对商贸流通服务业影响力的评价不够完整准确,主要表现是偏重于直接影响力,低估了间接影响力,从而大大低估了商贸流通服务业对经济增长的间接贡献和总体贡献.这个研究思路和新的发现,对重新认识现代服务业具有普遍意义.在六大新趋势分析的基础上,本报告提出了商贸流通服务业要深度参与“转方式、调结构”和深化改革、精简机构、转变职能、实施“大部制”等十大前瞻性的战略要点.
