不久前，国家计委印发了关于促进和引导民间投资（指个体、私营经济以及他们之间的联营、合股等经济实体的）投资的若干意见。今后，要逐步放宽投资领域，民间投资可以独资、合作、联营、参股、特许经营等方式，参与经营性的基础设施和公益事业项目建设，并享受有关优惠政策。
