本文认为，要实行依法治国，必须紧扣“公正”二字。公正性是法的本性；公正、完备的法律是法治的前提；具有高度公正意识的执法者队伍是法治的基本条件；程序公正是法治运行的机制；公正观念深入人心的法治社会是法治的根基 This article argues that in order to implement the principle of governing the country according to law, it must be closely linked to the word “just”. Fairness is the nature of law; fair and complete law is the prerequisite of the rule of law; the ranks of law enforcers with a high degree of fairness are the basic conditions of the rule of law; procedural fairness is the mechanism of operation of the rule of law; and the rule of law society with just conception is the foundation of the rule of law
