近年来,石家庄市以中小企业为主体的产业集群有了较快发展,集群经济已经占到全市经济总量的30%以上,成为全市经济建设中一支具有鲜明特色的生力军。然而,石家庄市的产业集群在一定程度上还存在着集而不群、群而无力的现象,普遍存在着专业人才缺乏、资金投入不足、技术装备相对落后、自主创新能力弱、企业家的知识水平和员工素质相对较低等困难和问题,严重束缚着产业集群的进一步扩张。应以特色产业集群提升区域经济核心竞争力,加强人力资源管理,培育骨干龙头企业。
