Taking the victory of the first meeting of the 15th National Party Congress and the Ninth National People’s Congress as a symbol, China’s state-owned enterprise reforms have entered the tough stage of “three years of getting out of difficulties”. Conforming to this tide of reforms, non-ferrous mines, in accordance with the National Non-ferrous Metals Industry Bureau’s “three-year plan to escape from difficulties,” have completely unveiled the curtains of diversion, reduction, and efficiency gains. Looking at the exploration and practice of diversion and demobilization of various mines over the past year or so, it has achieved notable results, but also encountered a series of obstacles that are difficult to leap over and can not bypass, and some even caused a partial social shock. It can be said that this historic work has reached a critical juncture.
