俄罗斯作为油气大国的复兴史同时也是俄罗斯能源与金融关系的发展史。石油产业中国家资本重新成为主导力量之后,国有企业的经营行为仍然需要国内外金融市场的支持。俄罗斯比以往任何时候都注重利用国际金融市场和金融工具来提高产业效率、改善治理结构和解决资金与技术不足问题。中俄之间的“石油换贷款”模式就是一次很好的实践。俄罗斯的油气重心正在渐渐向东向北移动,要求有更多的资金和技术投入新兴开发区域,因此需要与国内外金融市场有更多的接触和合作。随着油气生产的成本加大,投资效率和资源利用效率的问题将更多涌现出来。
The revival of Russia as a big oil and gas country is also a history of Russia’s energy and financial relations. After Chinese capital in the petroleum industry has once again become the dominant force, the operation of state-owned enterprises still needs the support of financial markets both at home and abroad. More than ever, Russia has focused on the use of international financial markets and financial instruments to improve industrial efficiency, improve governance structures, and solve the problems of inadequate funding and technology. The “oil for loans” model between China and Russia is a good practice. Russia’s oil and gas center of gravity is gradually moving eastwards and northwards, requiring more capital and technology to invest in emerging development areas and therefore requires more contacts and cooperation with domestic and foreign financial markets. As the cost of oil and gas production increases, the issue of investment efficiency and resource utilization efficiency will emerge more.
