《关于加强信息资源的开发和利用》文件送审稿目前已经修改了五稿,国信办现在在做的是第六稿。我们起草上述文件的同时,还安排了二十多个研究课题,公益性信息资源的开发和利用其中一项课题,主要是由信息中心和国家图书馆来起草。在这段时间的工作中,我们发现公益性信息资源是我们国家的一个特色,是我们国家在完善社会主义市场经济过程中,体制、机制和制度不断创新所面对的一个重要信息资源。通过调研,我们发现我们国家在信息资源的开发和利用方面有很多很好的基础,同时也存在很多问题。公益性的信息资源是否应该市场化?公益性信息资源的开发和利用需要政府做什么?需要什么样的政策?资源的开发可不可以一部分依靠政府,一部分依靠市场?关于这些具体问题,我们很想听听大家的意见。今天的话题以公益性信息资源的开发和利用为主,但也不一定局限于此。——国家信息化专家咨询委员会委员赵小凡 The Draft for Reviewing Documents on Strengthening the Development and Utilization of Information Resources has now been revised five versions and the letter is now in the sixth draft.
