耻德是中国传统道德的重要内容之一,是中华民族弥足珍贵的道德精神财富。建设优良公共文明是适应社会转型、构建和谐社会和树立良好国家形象的客观要求。在现代公共文明建设中,传统耻德具有养成个体文明行为、维护社会公共秩序、涵育良好社会风俗的道德价值。建设以社会公德为核心的公共文明,应大力弘扬传统耻感文化,充分挖掘传统耻德资源,努力提高公民的耻感意识和耻德水平,为此,要开展耻感教育,培育公民耻感意识;加强外在约束,营造尊荣贬耻环境;强化法律作用,严惩可耻行径。 Shamelessness is one of the important elements of Chinese traditional morality.
