医疗卫生体制改革是医疗卫生事业发展的永恒话题,也是世界性难题。世界卫生组织和各国卫生管理部门都进行了各种各样的尝试,并进行了一系列的改革试验,提出了一些较好的理念和措施,但都没有取得切实的效果。2009年,我国提出医疗体制改革新理念以来,我国就开始紧锣密鼓的铺开医疗卫生体制改革工作,基本药物制度、财务收支两条线管理、医疗机构补偿机制、绩效工资等制度相继推出。
Health care system reform is the eternal topic of the development of health care, but also a global problem. Both the WHO and national health administrations have made various attempts and carried out a series of reform experiments and put forward some good ideas and measures. However, no effective results have been achieved. Since China put forward the new concept of medical system reform in 2009, our country began to intensively roll out the reform of the medical and health system. The basic medical system and the financial revenue and expenditure management, the compensation mechanism for medical institutions and the performance pay system were launched one after another.
