一、问题提出近年来,我国各大城市的房价持续攀升,特别是2015年6月“股灾”之后,深圳的房屋因其独特的保值增值功能,半年内呈现爆炸式增长。为了抑制房价增长速度过快,深圳于2016年10月4日发布《关于进一步促进我市房地产市场平稳健康发展的若干措施》,以期在今年3月出台调控政策的基础上,进一步稳定房地产市场。在该《措施》中,有两条对买房人的资格进行了特别的限制,如右图所示。
