随着中国社会改革开放的进一步深化和经济结构的调整,以前完全由国家承担项目风险 的建筑工程已开始逐渐转向利用保险等风险管理手段来分担项目风险。这是社会发展 的需要,也是顺应中国经济改革与国际化接轨的必然。工程保险作为工程风险管理的重 要支柱,对工程的顺利完工及项目交付后的使用有着举足轻重的影响。在具体实践中, 牵涉到多方利益和责任,实施起来较为复杂。本文结合作者在南京地铁项目建设中的实 践经验,就工程保险在大型项目中的应用提出自己的一些看法。
With the further deepening of social reform and opening up in China and the adjustment of economic structure, construction projects that were previously entirely borne by the state for project risks have begun to shift to using project risk management tools such as insurance. This is the need of social development and an inevitable response to the convergence of China’s economic reform and internationalization. Engineering insurance, as an important pillar of project risk management, has a decisive influence on the successful completion of the project and the post-delivery use of the project. In practice, involving multiple interests and responsibilities, the implementation is more complicated. Based on the author ’s practical experience in the construction of Nanjing metro project, this article puts forward some opinions on the application of engineering insurance in large projects.
