07年国家机关公务员招考再次掀起高潮,本文试图从英美文官制度谈中国的“公务员”热。当今世界许多国家都实行文官制度。英美两国的文官制度最具有代表性和典型性。英国是第一个出现文官制度的国家;美国的文官制度实施得更为科学和完善。本文主要对英美两国的文官制度及中国公务员制度进行了比较。在承认各自特点的基础上,找到了一些共性的东西。学习和借鉴英美的文官制度对于中国的公务员制度有一定的积极作用。
In 2007, the recruitment of civil servants from state organs once again set off a climax. This article attempts to discuss the “civil servant” hot issue in China from the civil and military official system in the United States and Britain. In many countries of the world, a civil service system is in place. The civil service system in Britain and the United States is the most representative and typical. Britain was the first country to have a civil service; the civil service in the United States was implemented more scientifically and consummately. This article mainly compares the civil service system in Britain and the United States and the Chinese civil service system. On the basis of recognizing their own characteristics, they found something in common. Studying and drawing lessons from the Anglo-American civil service system has a certain positive effect on the Chinese civil service system.
