长期以来,河南省地方国营煤矿生产建设用的三材专用物资,供应渠道不畅通,通过地市专业公司分配的物资数量少,品种规格不适用,加之煤炭销售市场疲软,资金拮据,再加之地方国营煤矿物供人员素质相对低下等等因素,三材供应一直不够理想,直接或间接地影响着生产建设.如何改变地方国营煤矿三材供应的被动局面,笔者有如下意见.
