中国环境规制效率与全要素生产率研究——基于SBM-Undesirable和DEA-Malmquist模型的解释

在环境规制过程中会产生非期望产出,针对这一问题,文中构建SBM-undesirable非期望产出模型,综合分析了2003-2013年中国各省环境规制有效性的问题,并利用DEA-Malmquist模型,从规模可变角度把环境全要素生产率分解为技术进步指数、纯技术效率指数和规模效率指数。结果表明:中国区域内环境规制效率呈现明显的“两级效应”;全要素生产率空间“集聚效应”比较明显;环境规制效率与经济发展水平呈现显著的“匹配效应”;另外发现,对环境全要素生产率贡献程度:技术进步指数>纯技术效率指数>规模效率指数。以上研究将为地方环境部门提供科学的决策依据。 In the process of environmental regulation, it will produce unexpected output. In response to this problem, this paper constructs an SBM-undesired output model, analyzes the effectiveness of environmental regulation in China’s provinces from 2003 to 2013, and uses the DEA-Malmquist model , From the perspective of the scale of the decomposition of environmental total factor productivity into technical progress index, pure technical efficiency index and scale efficiency index. The results show that: the efficiency of environmental regulation in China shows obvious “two-level effect”; the total factor productivity space is more obvious; the efficiency of environmental regulation and economic development show a significant “match effect”; In addition, it was found that the contribution to the total factor productivity of the environment: technical progress index> pure technical efficiency index> scale efficiency index. The above research will provide scientific decision-making basis for the local environment department.
