北京电子科技学院孙宝云、李波洋在《定密主体自利性对信息公开的影响》一文中提出,与一般行政主体一样,定密主体是具有自利性的,如果缺乏必要的制度约束,必然影响政府信息公开改革。行政主体的自利性是行政主体内在的、与生俱来的属性。从纯粹学术意义上看,自利本身并没有贬义,就像自私和自利不能划等号一样,各级政府或组织的自利性也并不意味着必然削弱其公利性,更不必然意味着出现官僚主义甚至腐败。但是,如果理论层面缺乏对行政主体自利性客观存在的理性认知和深度研究,实践层面必然会忽略对自利性潜在危害必要限
