当今,高技术的发展不但对整个科学技术进步和经济发展产生深远的影响,而且导致军事技术日益走向高技术化。从世界近期一些局部战争看,由于高技术兵器在战场上的运用,使得战争的突然性增大,战争的直接交战空间缩小相关空间扩大,将在陆、海、空、天、电、磁“六维”战场同时进行,呈现出大纵深、多方向、高立体的特点,战争节奏和进程明显加快,战场高透明度和远程精确打击改变了传统的作战方法,战略空袭的地位提高,战争、战役、战斗有时可以融为一体,前方、后方的界限模糊,使装备航材保障面临许多新的挑战。鉴此,尽快采取措施,进一步提高战时航材的保障能力,显然是当务之急的大事。
