一九九九年三月二日,《人民代表报》头版醒目标题登载文章《一则新闻引发的深思》,读之,折服于作者的胆气与敏锐,因为文所涉及的是对干部考核、管理、任免制度提出的新的观点,颇有见地,进而亦引发我们的深思。正如文中所言“目前,人大常委会只有任命权,没有考察权。实践证明,这不利于人大常委会行使人事任免决定权”。那么,人大及其常委会能不能找到一个公正而又科学的手段,更充分的获得对拟任干部的“知情权”从而做到知人善任呢?这个手段就是建立“拟任审计制度”。引发深思的那则消息的确太典型了。据作者引用《南方日报》披露的
