【案例】张某是某县力江乡石口村村民。1999年11月,经公开协商,张某与石口村委会签订了一份土地承包合同,合同约定,张某承包该村10公顷荒地开挖鱼塘,承包期限为20年,承包费为18万元,年均0.9万元。1999年12月,张某根据合同约定一次性付清了全部承包费。此后,张某共投入100万元,将10公顷荒地建成了水产养殖示范基地。自2009年起,石口村的部分村民看到张某发了财,开始眼红,反映张某的承包费
[Case] Zhang is a village in Lijiang Village, Lijiang County. In November 1999, after an open negotiation, Zhang signed a land contract with Shi Kou Village Committee. According to the contract, Zhang contracted 10 hectares of uncultivated land for excavation of the fish pond. The contract period was 20 years and the contract fee was 18 Million, an average of 9,000 yuan. December 1999, Zhang according to the contract one-time payment of the full contract fee.
