At the 2000 International Forum for the Development of Information Industry, Qu Wei Zhi, vice minister of the Ministry of Information Industry, proposed six strategies for the development of China’s information industry on behalf of the Ministry of Information Industry. First, follow the development strategy of doing something for nothing. The globalization of the world economy has made it necessary for the international division of labor and cooperation in the IT industry. China does not need to make a full-scale attack in all fields. We must base ourselves on the fundamental interests of the country
