频繁发生的海上船舶溢油事故对生态环境和社会经济损害巨大,当溢油事故发生时,决策者往往同时面临多种不同的处置方案,此时,如何从这些备选方案中快速选择出相对最合理的处置方案对减小损失尤为重要。本文基于联合使用模糊层次分析法(FAHP)和模糊逼近理想解的排序法(FTOPSIS),提出溢油应急处置方案综合评判筛选模型(FAHP-FTOSIS)。该方法首先从经济、技术、环境、溢油状况、作业环境和溢油位置这六个主要方面构建船舶溢油应急处置方案评判指标体系,通过FAHP确定各指标权重,然后运用FTOPSIS对备选的应急方案进行排序,最终基于模型的分析结果,筛选出最佳的处置方案。最后,本文将该方法进行了案例应用展示方法的有效性。
Frequent marine oil spill accidents have great ecological and socio-economic damages. When an oil spill accident occurs, policymakers often face many different disposal options at the same time. In this case, how to quickly select the relative The most reasonable solution to reduce the loss is particularly important. Based on the combination of Fuzzy Analytic Hierarchy Process (FAHP) and Fuzzy Order Approximation (FTOPSIS), this paper presents a FAHP-FTOSIS model. The method firstly constructs the evaluation index system of ship oil spill contingency plan from six main aspects such as economy, technology, environment, oil spill situation, working environment and oil spill location, determines the weight of each indicator by FAHP, and then uses FTOPSIS to evaluate the alternative Emergency programs to sort, and ultimately based on the results of model analysis, screening out the best treatment options. Finally, this paper uses the method to demonstrate the effectiveness of the case application method.
