冬季是对化工生产不利的季节,一方面由于气候寒冷、干燥,设备、管线可能被冻凝;另一方面,室内生产容易因通风不良导致易燃易爆气体或粉尘浓度积累达到爆炸极限。安全管理也会受到影响,如检查人员因寒冷减少巡检次数,或检查不到位;员工也会因为春节临近,思想有所放松,忽视安全操作。此外,冬季是化工厂检修集中期,清理、焊接、安装等作业频繁,更容易发生事故。2008年1月,在短短半个月时间里,就发生了5起危险化学品生产安全事故。尽管读者拿到本期杂志时,已是春暖花开的3月,但笔者希望通过回顾和分析这5起典型事故,使化工企业能够防患于未然,保障来年冬季生产安全。
Winter is a season unfavorable to chemical production. On the one hand, due to the cold and dry climate, equipment and pipelines may be frozen. On the other hand, indoor production tends to explode due to the accumulation of flammable and explosive gases or dust concentrations due to poor ventilation. Safety management will also be affected. For example, inspectors may reduce the number of inspections due to the cold or may not be able to check them properly. Employees will also relax their minds and neglect safety operations due to the approaching Spring Festival. In addition, the winter is concentrated chemical plant maintenance, cleaning, welding, installation and other frequent operations, more prone to accidents. In January 2008, in just two weeks, five hazardous chemical production accidents occurred. Although readers get this issue of magazines is already in the spring of March, but I hope that by reviewing and analyzing these five typical accidents, so that chemical companies can take preventive measures to ensure the safety of winter production in the coming year.
