随着企业规模的不断扩大,为不断提升企业管理水平,中石油各企业分别建立和实施了内控体系和QHSE管理体系。两大管理体系的建立极大地提高了企业竞争力,但体系间的交叉重复一定程度上影响了企业的管理效率,增加了风险。如何扬长避短,实现内控体系与QHSE管理体系的有效融合成为各企业急需解决的问题。本文对青海油田内控体系与QHSE管理体系的建立和实施进行了介绍,分析了青海油田两大体系融合的现状和存在的问题,并就两大体系的有效融合提出了建议。
With the continuous expansion of the scale of enterprises, in order to continuously improve the level of enterprise management, all CNPC enterprises established and implemented the internal control system and the QHSE management system. The establishment of the two management systems has greatly enhanced the competitiveness of enterprises. However, the repeated duplication of systems has affected the management efficiency and risks of enterprises to a certain extent. How to avoid weaknesses and achieve effective integration of the internal control system and the QHSE management system have become urgent problems that enterprises need to solve. This paper introduces the establishment and implementation of the internal control system and QHSE management system of Qinghai Oilfield, analyzes the current situation and existing problems of the integration of the two systems in Qinghai Oilfield, and puts forward suggestions on the effective integration of the two systems.
