电视公益广告所表现的是有利于人类社会文明进步的道德观念、行为规范和思想意识,是以维护社会公众利益为目的的非赢利性广告。电视公益广告自诞生之日起,就有别于以商业利润为宗旨的电视商业广告。当社会物质高度发达而带来一系列问题时,电视公益广告(当然,电视公益广告只是诸多公益广告中的一类)以一种社会关爱为己任的崭新姿态,呈现在社会公众面前。无疑,电视公益广告一出现,就扮演着社会监督、舆论宣传、文化传播的重要角色,它遵循积极、进步、向上、健康的创作原则,将自己的思想与理念以独特的传播方式,渗入到人们生活的方方面面,起到了倡导民众与教化民众的重要作用。
