水利水电工程通过水资源的调控,实现防洪、发电、供水、灌溉、航运等多种功能,可对改善生态环境发挥显著作用,是国家经济社会可持续发展的重要基础。我国在关注水利水电工程带来巨大经济社会效益的同时,已日益对工程建设可能产生的生态与环境影响予以高度重视。可以说我国的水利水电工程建设在经历了以资金约束和市场约束为主的时期后,正进入生态与环境约束占重要地位的时期。在工程建设中切实保护生态与环境,建立与生态相和谐的水利水电工程建设体系是必然趋势。
Water conservancy and hydropower projects can achieve various functions such as flood control, power generation, water supply, irrigation and shipping through the regulation and control of water resources. They can play a significant role in improving the ecological environment and are an important foundation for the sustainable economic and social development of the country. While paying close attention to the huge economic and social benefits brought by water conservancy and hydropower projects, China has attached great importance to the ecological and environmental impacts that it may have. It can be said that China’s water conservancy and hydropower construction has gone through a period dominated by financial constraints and market constraints and is entering a period where ecological and environmental constraints play an important role. It is an inevitable trend to effectively protect the ecology and environment in the project construction and establish a hydropower and hydropower engineering construction system that is in harmony with the ecology.
