Chinese cities are at a crucial period of transition. From traditional energy, mining, manufacturing and commercial cities to multi-functional cities dominated by modern service industries, new and diversified urbanization motivations must be found in this process. As a kind of urban economic activity, urban tourism attraction and civic cultural life form, festival activity is an active and effective driving force for urban development, which is promoting the transformation from industrialized city to the habitat type, modern service industry and tourism destination city. The process played a major role. However, for a long time, urban planning has always paid insufficient attention to urban festival activities in the fields of city location, spatial structure, land use, traffic guidance and urban management, and the corresponding planning response is also lacking. In view of this situation, this paper analyzes and expounds the relationship between urban planning and festival planning in urban transformation in China and related issues.
