目前,水行政主管部门对城镇地下水资源费的征收,普遍感到很困难。特别是我们江西省,水行政主管部门能够顺利地收取城镇地下水资源费的更是寥寥无几。但由于我们善于运用法律、法规,从1991年第4季度起,依法征收了城镇地下水资源费,当年实收0.6万元,1992年实收12万余元。我们这一成绩,得到了省、市水行政主管部门的肯定和赞赏。一、明确执法主体,争取执法地位,积极主动管理城镇地下水资源 At present, the administrative departments of water generally find it difficult to collect urban groundwater resource fees.
