四年前,平谷区西沥津村很乱。1999年10月,镇党委对软懒散严重、没有战斗力、群众满意度太差、各项工作不能正常运转的村党支部班子作了调整。新班子经过反复琢磨,终于找到了乱的“病根儿”。想想以前的村班子,村内的各项收支从不公开,尤其是非生产性开支,一个人说了算,重大事项从不经过村民代表会讨论决定。由于决策失误,给村内造成了损失,村民们看在眼里,急在心上,久而久之就造成了干群矛盾,出现了村干部说话没人听、干事没人帮的局面。找到症结,党支部决心吸取以前的教训,在花钱上坚决不再搞个人说了算。在新班子上任后的第一次党员、村民代表大会上,党支部书记当众宣布取消书记在财务审批上的大权独揽,实行民主理财,把财务收支亮到“桌面”上,接受群众监督。
