交通运输是我国国民经济中一个重要的行业，对国民经济发展有着直接的影响。新的经济体制要求交通主管部门从原来主管系统企业转变到对整个行业的管理，交通主管部门能否管好整个行业，在很大程序上取决于交通主管部门党建工作的转变。笔者认为，交通主管部门在新的经济体制下 Transportation is an important industry in our country’s national economy and has a direct impact on the development of the national economy. The new economic system requires traffic authorities to change from the original system-in-charge enterprises to the management of the entire industry.
