干旱区绿洲节水效益对多部门经济结构调整影响的实证研究

运用节水技术经济方法评价分析了边际节水费用和边际节水效益,以此制定出理想状态下适合节水的可接受水价,重点阐释了产业结构调整对节水的重要意义。以新疆乌鲁木齐市为例,对干旱区绿洲的水价调整、产业结构调整等进行了模拟评估和综合评价,提出了节水发展模式的选择建议:应加大产业结构调整,特别是农业结构的调整和工业结构的调整;努力提高高耗水产业的清洁生产水平;同时借助价格杠杆,调整水资源分配和节水利用。
