据国家统计局《历史统计资料汇编》:我国全民所有制独立核算工业企业利税总额由1980年的907.1亿元上升为1989年的1773.1亿元。工业总产值由1980年的3915.6亿元上升为1989,年的12342.9亿元。而可比产品成本1980年至1989年的十年中,除1983年比上年略有降低外,其余各年均比上年有所提高,资金利税率也有下降趋势,1980年为24％,1989年为14.9％。可见近几年企业生产发展了,利税总额虽有所上升,但经济效益却明显下降.目前经济效益问题已成为经济工作中的首要问题和难点。
