我国乡镇街道办事处承担的公共管理职能具有一定的综合性,在整体上被赋予了保护本区域安全的法律责任,但是我国之前并没有现行法律明确规定街道办事处的行政执法职能未能给予相应的处罚权力,有责无权,这就造成了街道发现违法或危险事故,想管却没有权利去管的现象。十八大以后,天津滨海新区的城市管理体制又进行了新一轮改革。本次改革通过执法重心下移、权力下放、队伍下沉等多种形式保障了执法的效果,这种街镇综合执法改革,改变了以往街乡镇作为区级政府派出机关和基层政府承担着大量属地管理职责却没有相应的行政处罚权的情况,通过改革使得街镇政府切实发挥城市管理职能,实现了管理方式的创新。
