In this article, one of the two chairmen of the 17th Ethics Working Group of the Health Care Working Group discussed the formation, organization process and activities of the group, and provided analysis and criticism of the experience. This suggests that the establishment of the Ethics Working Group and its inclusion in the process is a statement to the society that legal ethics are an important part of public policy deliberation. At the same time, important issues concerning the role of ethics in public policy are raised. Strategic compromises in the public policy area have become the norm. Perhaps balance and objectiveness are only illusions. Ethics, such as informed consent, is a process, not an event, and it evolves forever. Those who are trying to bring ethical considerations into the world of public policy are obliged to think carefully about what constitutes a proper theoretical framework, to try to determine what is unique to ethics, and to consider mechanisms that allow various ethical disciplines to work together effectively. Based on this experience, the author personally believes that it should focus on the special importance of universal coverage of all Americans.
