一、背景介绍及选题理由脱硫系统设计依据《内蒙古吉兰泰盐化集团公司40万吨/年聚氯乙烯工程环评影响报告书》及环审【2006】289号文件《关于中盐吉兰泰盐化集团公司40万吨/年聚氯乙烯工程环评影响报告书的批复中排放标准SO_2≤800mg/m3进行设计。2009年底投产运行期按《火电厂大气污染物排放标准》(GB13223-2003)的要求,排放标准执行第3时段标准即:SO_2≤400mg/m3。自2014年7月1日起,火电厂将执行《火电厂大气污染物排放标准》(GB13223-2011),
