前苏联的失败和印度经济停滞的教训告诉我们 ,制度化并不必然是一个好的目标 ,它既不简单地等同于法治化 ,也不意味着现代化。它们的教训无疑值得深思。同时 ,在我国的经济转型中 ,如果政府与企业关系的建构不以法治化为取向 ,所谓的制度化在很大程度上就是保护部门主义化的权利 ,而有关的经济立法又使得制度化权利合法化 ,由此导致了表现为政治腐败的高制度成本。国家只有致力于约束部门利益的自私权利 ,新的制度安排才能得到建立。
The failure of the former Soviet Union and the lessons of India’s economic stagnation tell us that institutionalization is not necessarily a good goal.
