[目的/意义]在科学数据的开放共享体系中,数据中心是关键利益相关者。对科学数据中心发展的现状、基本政策进行分析,并提出相关建议。[方法/过程]利用re3data.org注册机制,从多角度分析科学数据中心,包括收录数据的类型、数据的获取方式、数据获取的限制条件、使用许可、元数据标准、永久标识符、质量管理、数据中心的认证等内容。[结果/结论]在分析科学数据中心现有政策的基础上,为进一步推进科学数据的开放共享提出相关建议,包括推进科学数据的开放性、合理配置管理成本、有效评估科学数据质量等内容。
[Purpose / Significance] In an open sharing system for scientific data, a data center is a key stakeholder. The development of science data center status quo, the basic policy analysis, and make relevant recommendations. [Methods / Processes] Using the re3data.org registration mechanism to analyze scientific data centers from multiple perspectives, including types of data included, how data is accessed, limitations on data access, licensing, metadata standards, permanent identifiers, quality management , Data center certification and so on. [Results / Conclusion] Based on the analysis of the existing policies in the science data center, the paper puts forward some suggestions to further promote the open sharing of scientific data, including promoting the openness of scientific data, rationally allocating management costs and effectively evaluating the quality of scientific data.
