本文对跨边界信息共享与整合背景下的领导力行为进行了一项跨国比较研究。通过对中国的产品质量和食品安全领域的案例研究,剖析了跨边界信息共享背景下的中层政府信息部门的领导力行为。通过一手的深度访谈和采集政府文件获得质性数据,并采用归纳法对数据进行分析,以识别领导力行为模式,探寻了领导力的情境因素、领导特质、权力、领导行为方式、具体行动以及成功标准变量。之后,将中国案例研究的发现与美国类似研究的结果进行了比较,以探寻两者间的异同点。最后,本文探讨了以上研究发现的现实意义与启示,并为未来的研究方向提出了建议。
This article conducts a cross-country comparative study of leadership behavior in the context of cross-border information sharing and integration. Through the case studies of product quality and food safety in China, the author analyzes the leadership behavior of middle-level government information departments in the context of cross-border information sharing. Through one-handed in-depth interviews and collection of government documents to obtain qualitative data, and using induction to analyze the data to identify leadership behavior patterns, explore the situational factors of leadership, leadership traits, power, leadership behavior, specific actions and Success criteria variables. Later, the findings of the case study in China were compared with the results of similar studies in the United States to explore the similarities and differences between the two. Finally, the paper explores the practical significance and enlightenment of the above research findings and puts forward suggestions for future research.
