“24小时规定”是CSI的相关及配套措施,由美国海关署长2002年8月7日宣布,内容是要求海运货物承运人必须在海运集装箱装船前24小时向美国海关申报货运舱单。该法规于8月8日在美国《联邦宪法》公布,2003年2月2日正式实行。根据规定,凡是违反美国海关法律规定的集装箱船公司、承运人、货主、托运人,属于初犯的每一只违规箱子将被罚款5,000美元,属于屡犯的集装箱船公司每一只违规箱子将罚款10,000美元。
The “24-hour rule” is a CSI related and complementary measure announced by the U.S. Commissioner of Customs on August 7, 2002, which requires seaborne cargo carriers to declare cargo manifests to U.S. Customs 24 hours prior to the shipping container shipment. The law was announced on August 8 in the United States “Federal Constitution” and came into effect on February 2, 2003. According to the rules, every container that violates the laws of the United States Customs, the carrier, the owner, the shipper and every offender who is a first-time offender will be fined $ 5,000 and each of the container shipping companies that are repeat prisoners will be fined $ 10,000.
