通过对海外华侨与国民政府联系和国民政府与海外华侨联系的双重互动考察,探寻民国时期政府与海外华侨的联系渠道及其制度化,从而探讨这种联系渠道制度化对中国政治和外交的影响。大量华侨和留学生回国参政是民国时期海外华侨与国民政府直接联系的主要途径,而驻外机构、侨媒、侨报、华侨社团、华侨学校、留学生组织则是政府与海外华侨联系的主要渠道。联系渠道的制度化建立于民国国籍法的属血主义原则之上,是民国国内政治在国外延伸的主要方式,是侨务与外交一体性的主要表现,也对民国外交的制度化及其完善起到重要作用。这种联系跨越国家的边界,以跨越国家地理边界的种族的想象共同体拓展民国的政治、经济与外交资源,也反映民国时期侨务与外交在联系渠道制度化上的一体性。
Through the investigation of the interaction between the overseas Chinese and the government of the Kuomintang and the connection between the Kuomintang government and the overseas Chinese, this paper explores the channels of communication between the government and the overseas Chinese in the period of the Republic of China and its institutionalization, so as to explore the impact of the institutionalization of this channel of contact on China’s politics and diplomacy . A large number of overseas Chinese and returned overseas students participating in politics are the main ways for overseas Chinese to directly contact with the national government during the Republic of China. Foreign agencies, overseas Chinese media, overseas Chinese newspapers, overseas Chinese associations, overseas Chinese schools and overseas student organizations are the main channels through which the government can contact overseas Chinese. The institutionalization of the channels of communication is based on the principle of blood-blood of the Nationality Law of the Republic of China. It is the main method for the extension of domestic politics in the Republic of China and is the main manifestation of the integration of overseas Chinese affairs and diplomacy. It also plays an important role in institutionalizing and perfecting the diplomatic Republic of China To the important role. This connection extends the political, economic and diplomatic resources of the Republic of China across ethnic racial imaginary communities across national geographic boundaries and reflects the integration of overseas Chinese affairs and diplomacy in the institutionalization of the channels of communication during the period of the Republic of China.
